  • The incumbent works based on general instructions, own experience, and precedents, following WHO Country Office specific procedures and practices, rules and regulations, to ensure smooth workflow in the assigned area of work. The incumbent is encouraged to seek guidance for unusual issues. Most of the work is controlled for correctness and appropriateness by the incumbent. Work is reviewed on an ad hoc basis by supervisors for meeting expectations and overall quality; correspondence is signed or cleared by originator. Specific assignments are checked by the originator and/or the Operations Support and Logistics (OSL) Officer.
  • The Work might require driving for long periods, lifting pouch bags, some of which are over 25 kilograms (Kgs) and driving subject to weather and traffic risks. The incumbent is expected to work and present oneself in a professional manner in line with the WHO code of conduct.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):
Under the overall supervision of the Operations Officer and the direct supervision of Transport Officer, the incumbent performs the following functions:-

  • Drives official vehicles, maintain them in proper conditions and arrange necessary servicing on regular basis, make other small repairs on urgent matters.
  • Logs official trips, daily mileage, gas consumptions, oil changes, greasing, etc.;
  • Ensures that the steps required by the rules and regulations are taken in case of involvement in accident
  • Clears supplies and equipment from airport and post office, customs office.
  • Distributes mail, pouches, documents, invitation cards and facilitate transportation for visitors and/or staff members for official purposes.
  • Operates the HF and VHF communication radios as per the International Radio Communication Procedure
  • Perform other related duties as required or instructed, including providing support to other areas of work as assigned by the supervisor.

Education (Qualifications)
Qualifications, experience, skills, and languages
Essential:

  • Completion of secondary school education.
  • Basic training on vehicle maintenance
  • Basic training on operation of HF radio communication equipment
  • 3rd grade driving license

Desirable: Basic computer skills
Experience
Essential: Two years of extensive experience in driving/handling field vehicles, maintenance etc.
Desirable: Experience within UN system would be an advantage.
Languages
Essential: Good knowledge of English and local languages.
Other Skills (e.g. IT)

  • Basic word processing or other software packages, and standard office equipment. Formal or self-training in the use of standard office software.
  • Driving for long periods, lifting heavy parcels from the post office and customs warehouse. -Subject to weather and traffic risks.

Functional Skills/Knowledge

  • Knowledge of driving rules and regulation of the country and skills in minor vehicle repair
  • Ability to read, write and understand instructions in the working language
  • An ability of writing a concise and accurate report of the accidents

Description Of Duties
The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office.

  • Support and promote technical dialogue between the WHO country office and WHO regional office during strategic and operational planning, including the country cooperation strategy.
  • Coordinate and provide support to the head of the WHO country office and senior staff on the implementation of the one-planning and monitoring approach anchored in the country cooperation agreement at the country level.
  • Coordinate the overall results-based management of the country office, including grants management, budget, work planning, and allocation to ensure the effective execution of the WHO country office public health programmes.
  • Collaborate with resources mobilization focal point on resources mobilization activities.
  • Ensure appropriate use of funds, especially the thematic funding and specified voluntary contributions (VCS) to achieve results.
  • Administer the planning, inclusion of critical programme performance measures, monitoring, analysis, and reporting of programme initiatives for the country office for quality results and strategic decision making including in emergency settings.
  • Prepare related elements for briefings, proposals, reports, communications, and advocacy documents required for strategic decision-making.
  • Organize various programme management meetings, capacity-building programmes, and relevant activities, supporting and ensuring follow-up on agreed action points with relevant stakeholders.
  • Administer the implementation of flexible and creative solutions to deficiencies in WHO country office management processes, towards enhanced results-based management, in line with the standard operating procedures (SOPs). Propose revisions to corporately generated SOPs.
  • Work closely with the health policy adviser or specialist to promote integrated approaches and cross-programme collaboration throughout the results-based management cycle.
  • Administer the capacity-building programme or initiatives of the country office for all results-based management processes and tools.
  • Apply the WHO Emergency Response Framework (ERF) to analyse and document WHO performance while ensuring the implementation of remedial programme management actions for effective emergency-response, health interventions.

Required Qualifications
Education

  • Essential: A university degree (bachelor’s) in a relevant field (such as public health, public administration, management, administration)..
  • Desirable: An advanced university degree (master’s level or above) in public health, public administration, management, administration or related field.

Experience

  • Essential: A minimum of five years of work experience relevant to the position (providing programme or project management services in public-sector, international development or public health programmes).
  • Desirable: Experience in programme management. Experience of WHO processes and policies. Some of the above-listed experience to have been obtained at an international level.
